Township Projects
Below is a list of current and future projects within the Township. Each project is noted with a summary of the overall project, project status, scheduled construction dates, and contact information. Sewer Extension Projects
Sewer Extension Projects: In 2018, the Board approved the Act 537 Plan which included needs areas within the Township. The projects noted in the plan were slated to be completed in all areas by 2028, but due to Covid-19 it has pushed the schedule back. The Township will continue to post the most up to date information regarding progress and funding opportunities both for the overall project and for individual homeowners. While we are working to get these projects completed as soon as possible, we realize people still have many questions and concerns. Below is information for the current needs areas.
- Crestview, Pleasant View, and Sand Beach:
- Progress: Waiting on final permitting and finalizing the Township loan through USDA. Bid packages will go out in late spring.

Hayshed Road Extension
Hayshed Road Extension: The Township is working on an extension of Hayshed Road to connect to Red Top Road through an abandoned Right-of-Way (ROW). This project will provide a safer alternative route to the current Red Top Road/Rt 39 intersection. While this project does not have a final design yet, the Township is making every effort to work with PennDOT on permitting to place signage and/or lights at the new intersection along Red Top Road. The exact placement of the intersection has not yet been determined. This extension will also benefit Lower Dauphin School District which currently has land locked property along the existing ROW. The extension would allow them to utilize the property in the future. Businesses along Rt 39 and residents in the nearby areas will also benefit from this alternative route.

New Public Works Building
New Public Works Building: In 2022, the Township started design work on a new Public Works Building to replace the old Township Building still utilized by Public Works on 111 W. 3rd Street. The new building will allow storage of all Township equipment, space for sign fabrication, a bigger tool/work room, offices for all employees, a break room and so much more. The Public Works Department has been working with the engineer team to help design a building that will aid in the growth of the Township. It will also allow a connection from Patriot Way to the new building. It is important to know that the current brush pile will be moved to gated access, different hours of operations and require a permit for disposal. The Township has acquired grants for the design of the building and will continue to apply to more grants as the project progresses to help with the cost of the project.

Stream Restoration
Stream Restoration:
The Township of South Hanover is set to undertake a stream restoration project to meet obligations under its PA DEP MS-4 Permit and approved Pollution Reduction Plan. The location of the area in the Township is along Sand Beach Road (SR 2015), north of East Canal Road (SR 2205) and south of the boundary with East Hanover Township. The stream segment is located on the western side of Sand Beach Road on Hershey Trust/Milton Hershey School Property and flows in a southwesterly direction into Manada Creek.
The plan reduces sediment and nutrient loadings to the stream, which eventually discharges into the Chesapeake Bay. The project will enhance the condition of the stream, increase the opportunity for aquatic life, and upgrade the environment of the stream. This will ultimately enhance the quality of the Chesapeake Bay. The project aligns with Pennsylvania’s State-level priority initiatives to strategically advance load reduction efforts through accelerated implementation of structural load-reduction practices, including stream restoration and urban forest buffers. The project supports Dauphin County’s local strategy to achieve targeted reductions identified in the Phase 3 Watershed Implementation Plan (PA WIP) and the Chesapeake Bay Total Maximum Daily Load (TMDL).
The Project Scope will involve stabilization and restoration of approximately 2,100 lineal feet of the unnamed tributary to Manada Creek to include:
- potential re-grading of the vertical banks adjacent to the stream,
- installing in-stream fish habitat and stream stabilization structures,
- seeding the disturbed areas,
- planting a minimum 35’wide riparian forest buffer, measured from the top of the bank on both sides of the stream.
The riparian buffer will help stabilize the stream and filter any pollutants from adjacent land areas. The project is anticipated to reduce the following annual pollutant loadings to Manada Creek. Pollutant loading reductions include 94,000 lbs. of sediment, 143 lbs. of Phosphorus and 157 lbs. of Nitrogen.
